Is there a specific thread where we can name and shame scamsters? Label owners who blatantly rip people off and think that's acceptable. For what good it will achieve....

yes, keep rip off topics in that particular thread.
It is also advised, that once the problem get solved, you can comment/edit your old post that it was solved.
There are cases where someone may have had obstacles at one point, but compensated everything eventually, so best to have that mentioned instead leaving www filled with complaints without mentioning them being resolved.
