Okay does anyone here know of labels/and or underground forums specializing in Musqiue Concerete? Or where one would exactly go to promote music of that genre.
I'm also curious to know if an English language book about the genre like a "Musique Concrete for Dummies" exists.

Musique Concrete was never really some 'underground scene' so probably not. It's more historical than current, and historically it was routed in academia and serious experimental music for the most part, as I understand it. Nowadays any attempts at whatever "Musique Concrete" even means in the year 2014 are likely to be released on all sorts of different noise/experimental labels alongside other styles. Possibly there there are some relatively dedicated labels I don't know about thought, i'd be interested to learn more too.

I don't know of a book. Labels that come to mind, though I'm uncertain which are current, would be: INA-GRM, GMVL, Empreintes DIGITALes, Anomalous, Touch, And/Oar, Kaon, 23five, Digital Narcis, Alluvial, and many others that dabble.

This is like an everflowing river...you will never traverse more than a minute fraction of it (theories, contributors, studios, etc...), which makes the whole swim exciting. I think the suggestions of Senufo Editions and Entr'acte are spot on for (especially) contemporary work. I would also add Musica Moderna (run by Claudio Rocchetti and Matteo Castro - Lettera 22). Edition RZ has worked in this realm at times and Recollection GRM is actively publishing some essential pieces. Getting the distro updates from Mimaroglu Music Sales has really helped me in searching out random works, as infrequent as the emails can be at times.

Speaking of 23five, they had a CD/ book package w/ an essay by, and i/view with, Achim Wollscheid, and further interviews w/ John Watermann, Skozey Fetisch, Crawl Unit, Small Cruel Party, Daniel Menche, and others. It is quite academic, though - at least the essay is pretty impenetrable. It's in English and German, though the interviews are all in English.

Well that book came out in -93 so it's a little bit more than "a couple of years" ago. Still a good read though. As it happens there's a new book on the history of Fylkingen, which was supposed to surface in time for the 75th anniversary in -08, but has been delayed over and over again. The last bid is a March release though. It will feature articles about the various styles of music that has been championed by Fylkingen, so definitely it will cover musique concrete/tape music/sound art/etc. Incidentally I have co-authored a piece about noise/industrial for it. As far as I know, everything in this book will be bi-lingual (Swedish/English), which would make it more relevant for an international audience.
