Recently visiting Lithuania for second time, and seeing that many of the local bands were more impressive than the some foreigners, makes me wonder how many actually pay attention to stuff from Baltic countries?
I must admit I'm fairly clueless of what happens in Estonia and Latvia, but not sure if it's cluelessness, or simply that material of my taste doesn't really exist there?
Lithuania in other hand is entirely different case. Is it thanks to quite active gig organizers and labels, but country presents pretty solid offering of material what can be found from labels like Autarkeia or Terror for example.

Vidine Ramybe recorded some of my favourite noise from the last few years.
Is Craniopagus still active?
I don't know if you would call PICHISMO from Kaunas, Lithuania noise/experimental or metal-influenced shitcore or 'outsider' art - or just insane.

Gleb (PICHISMO) must be called "everything-they-hate-in-one" kind of person.
Charismatic person..in special way(s).

Leaving aside his weird art, Gleb simply as a person is very possibly the most unusual human being I've ever met. He was a great host for a bunch of us English guys a few years ago, but we are all still confused about what exactly happened the night we stayed at his place. We came to Lithuania for strangeness and excitement and with Glebo we found more than we could imagine!

Craniopagus is American. I think you are refeering to the Nbm tape entitled" lithuanian acceptance"
As for Lithuania, there has been and there still are quite a lot of ambient acts, especially with themes, related to paganism, ethnic culture etc. Just lately there started to appear more and more noise and similarly oriented bands. Autarkeia is of course the biggest and oldest industrial oriented label out here, but he has his own vision of label, sounds etc. that most Lithuanian projects simply don't fit. And more academic approach towards noise was always rather active here, but at the moment I'm simply too detached from that to say something meaningful. Anyways, the names that might ring a bell:
Akala:

N!N!N!
https://www.youtube.com/watch?v=mtZ571rcT2E (https://www.youtube.com/watch?v=mtZ571rcT2E) <-- nice gig on the roof
J. Milašius <-- in fact he was one of those indirect streams that attracted me to noise.
https://www.youtube.com/watch?v=r383KIgQLqk (https://www.youtube.com/watch?v=r383KIgQLqk)
Ir visa tai kas yra gražu yra gražu
https://www.youtube.com/watch?v=INtov0StRHo (https://www.youtube.com/watch?v=INtov0StRHo) <--together with J. Milašius. This is the legendary avantgard/noise band in here and Baras (the guy with the beard) was truly the first true noiser in Lithuania, trading with M. Akita etc. while even Lash was still too young for his conspiracy theories etc. Sadly, his lifestyle led him to early death, but you can see total abuse of a guitar in this video and perhaps can imagine all else.
So here are mainly those that were not mentioned from Lithuania, but that are, in my opinion, important. I'll add more later as there was another "very small wave" of industrial/etc. related projects where people involved are not that old.
As for Latvians, I don't know almost anything apart from Sturm label.

I'm pretty sure there are more of what I don't know. Well, Latvia leans more towards more "danceable" a la Haus Arafna style industrial than Lithuania.
And when we reach Estonia, I don't know any noise or even related bands from there..
Forgotten Sunrise
https://www.youtube.com/watch?v=DMpN_lDHFcE (https://www.youtube.com/watch?v=DMpN_lDHFcE)
is the only thing that comes into mind. There are mostly EBM I think that are related somewhat to industiral. But Estonians have very strong metal scene so.. and then after Estonia when going from Lithuania we have Finland which is a phenomenon in their active and productive scene.
Ah, while listening to Forgotten Sunrise, here, check the version of In Heaven. Is it better than Haus Arafna's or not?
