As for Lithuania, there has been and there still are quite a lot of ambient acts, especially with themes, related to paganism, ethnic culture etc. Just lately there started to appear more and more noise and similarly oriented bands. Autarkeia is of course the biggest and oldest industrial oriented label out here, but he has his own vision of label, sounds etc. that most Lithuanian projects simply don't fit. And more academic approach towards noise was always rather active here, but at the moment I'm simply too detached from that to say something meaningful. Anyways, the names that might ring a bell:

This is the legendary avantgard/noise band in here and Baras (the guy with the beard) was truly the first true noiser in Lithuania, trading with M. Akita etc. while even Lash was still too young for his conspiracy theories etc. Sadly, his lifestyle led him to early death, but you can see total abuse of a guitar in this video and perhaps can imagine all else.
So here are mainly those that were not mentioned from Lithuania, but that are, in my opinion, important. I'll add more later as there was another "very small wave" of industrial/etc. related projects where people involved are not that old.
As for Latvians, I don't know almost anything apart from Sturm label.

But Estonians have very strong metal scene so.. and then after Estonia when going from Lithuania we have Finland which is a phenomenon in their active and productive scene.
