BANDS THAT UTILIZE HARSH NOISE ELEMENTS?

Oh man, I just realized I mentioned Melvins on the Scream & Writhe forum of this topic, but not here.  So yeah, they have done harsh noise stuff well!

Another example I think many forget about is the Insect Warfare noisecore material.  A lot of new age grind guys I talk to speak of that material as being highly influential.

not sure if this has been mentioned but Alder Deep utilizes dungeon synth and noise to make a cavernous type of type. Chapter 3: Deepest Darkness delves a lot more into harsh noise territory. feels like what would happen if the troll under the bridge made dungeon synth

I've got a tape by Alder Deep - Wildemoeder. It's some pretty good stuff actually and indeed a bit noisy crossover at times.
