Oslo, Norway;
Shadowland; Shop for synth, neofolk, industrial, etc. Weird pricing sometimes, i found real gems cheap there and rubbish with steep pricetags. Very recommended!
Neseblod; Mostly for metal, i guess interested people know the shop. Now located at old "Helvete" place. Its possible to find some noise there too sometimes, especially CMI stuff and related nineties industrial. Also good for punk/hardcore.
Tiger; Mostly indie stuff but a selection of "mainstream" noise and local stuff. Harsh prices.
RocknRolls; HUGE secondhand shop, three storages of music. Possible to find obscure stuff for a good price (if the workers dont recognize it), but in most cases horribly overpriced stuff.
Platelageret: Now this is a great place! Secondhand store run by an old collector. Only open during weekends, but has tons of records. Bought first editions of Death in June, SPK, Swans etc..Mostly older stuff and very good prices.
By this time the Stein og jord shop has closed, but still keeps mailorder i think.
For Germany;
I remember visiting a huge place in Køln that had a very nice selection, anyone knows if this still exist? Will visit the area soon.
