As far as the "decline" in serial murder, its all relative, but im confident we will have a new "big name" case soon.
All the cases that get any media attention now are of old ass men who were serial killer back in the late 70's or 80's,BUT they just got found out now. Like the "Grim Sleeper Killings" and Joseph Naso in Reno.
If I remember correct there was an active Serial killer in the Brooklyn area.
