Hey, I don't live in that area...but I'm pretty sure Philly has a strong scene from time to time. at least for some stuff. Jim Strong (who can be found by just searching his name on instagram) seems to be putting on some cool shit. You should message him and see what shows are around. Maybe not power electronics or harsh noise but it's a start. Gain Loscony of Good Area also seems to perform in the Philadelphia area.
You could probably be email the folks at ernstwhile records about experimental music happening in NJ, again this is something maybe more broad than "noise" or "pe" but by attending some events I think you might meet some interesting folks.
Maybe the Far Rockway crew it NYC is still putting on shows? I say also throw up a message in the regional section for NE of the maniacsonly forum, even though that thing is complete garbage and was ruined (chondritic was already ruined, but was still more active) by imbecile meme kids, pc fascist and pseudo academic retard theorist, it still may connect you to something happening closer to home.
