How this usually is dealt with in the DIY/Noise scene ?
Is there a 'common' arrangement people usually follow or ?

If someone wants to license your music you charge accordingly (depending on customer so by seconds, minutes, tracks, etc) and then you need to decide in writing (email) if it will be in perpetuity or not. That is crucial to licensing.

What exactly do you want to do? Probably something as simple as asking the original artist or label will do it for you.
