This seemed to be outcome right from the start. Even companies that specialize on packaging, had no clue what they should do, and neither had authorities who was supposed to help with it.
EU is very very busy in making regulations that are nearly impossible to monitor. Remember several labels being in panic about EU safety regulations? Probably not on small scale grassroot level, but there was number of german labels saying they can no longer distribute any albums that do not have barcodes that indicate safety regulations are covered. "Whatever dude. You can buy, but you don't have to".
