'Doctor Shock' charged with sexually abusing male patient

Canadian police investigate dozens of allegations against psychiatrist nicknamed for use of electricity to 'cure' gay soldiers

A leading Canadian psychiatrist who kept accusations of gross human rights abuses in apartheid-era South Africa hidden has been charged in Calgary with sexually abusing a male patient and is being investigated over dozens of other allegations.

Dr Aubrey Levin, who in South Africa was known as Dr Shock for his use of electricity to "cure" gay military conscripts, was arrested after a patient secretly filmed the psychiatrist allegedly making sexual advances. Levin, who worked at the University of Calgary's medical school, has been suspended from practising and is free on bail of C$50,000 (£32,000) on charges of repeatedly indecently assaulting a 36-year-old man.

The police say they are investigating similar claims by nearly 30 other patients. The Alberta justice department is reviewing scores of criminal convictions in which Levin was a prosecution witness.

Levin has worked in Canada for 15 years since leaving South Africa, where he was chief psychiatrist in the apartheid-era military and became notorious for using electric shocks to "cure" gay white conscripts. He also held conscientious objectors against their will at a military hospital because they were "disturbed" and subjected them to powerful drug regimens.

South Africa's Truth and Reconciliation Commission heard that Levin was guilty of "gross human rights abuses" including chemical castration of gay men. But after arriving in Canada in 1995 he managed to suppress public discussion of his past by threatening lawsuits against news organisations that attempted to explore it.

Following the arrest, other male patients have contacted the authorities. One, who was not identified, told CTV in Canada that he had gone to Levin for help with a gambling addiction and alleged he had been questioned about his sex life and subject to sexual advances.

The arrest has raised questions about how Levin was allowed to settle in Canada. Canada admitted other South African medical practitioners accused of human rights abuses, including two who worked with Wouter Basson, known as Dr Death for his oversight of chemical and biological warfare experiments that included the murder of captured Namibian guerrillas.

Levin, who made no secret of his hard rightwing views and was a member of the ruling National party during apartheid, has a long history of homophobia.

In the 1960s, he wrote to a parliamentary committee considering the abolition of laws criminalising homosexuality saying that they should be left in place because he could "cure" gay people.

His efforts to do just that in the army began in 1969 at the infamous ward 22 at the Voortrekkerhoogte military hospital near Pretoria, which ostensibly catered for service personnel with psychological problems. Commanding officers and chaplains were encouraged to refer "deviants" for electroconvulsive aversion therapy.

The treatment consisted of strapping electrodes to the upper arm. Homosexual soldiers were shown pictures of a naked man and encouraged to fantasise, and then the power was ratcheted up.

Trudie Grobler, an intern psychologist on ward 22, saw a lesbian subjected to severe shocks.

"It was traumatic. I could not believe her body could handle it," she said later.

One gay soldier claimed to have been chemically castrated by Levin. The Truth and Reconciliation Commission was told by investigators that he was not alone. It also heard that at least one patient had been driven to suicide. Levin refused to testify before the commission.

Levin also treated drug users, principally soldiers who smoked marijuana, and men who objected to serving in the apartheid-era military on moral grounds, who were classified as "disturbed".

Levin subjected some patients to narco-analysis or a "truth drug", involving the slow injection of a barbiturate before the questioning began. In an interview with the Guardian 10 years ago, he did not deny its use but said it was solely to help soldiers suffering from post-traumatic stress.

Levin said he left South Africa only because of the high crime rate, and denied abusing human rights. He said electric shock therapy was a standard "treatment" for gay people at the time and those subjected to it did so voluntarily.

"Nobody was held against his or her will. We did not keep human guinea pigs, like Russian communists; we only had patients who wanted to be cured and were there voluntarily," he told the Guardian in 2000.

A UNIVERSITY researcher studying serial killers was last night being held on suspicion of murdering three prostitutes.

Stephen Griffiths, 40, was arrested after CCTV footage emerged of a woman being executed with a crossbow outside his flat in Bradford - home of the Yorkshire Ripper.

The footage showed the victim, believed to be prostitute Suzanne, being chased in a corridor in the early hours of Saturday outside the university researcher's flat.

She was attacked and knocked unconscious by a man who then disappeared from view.

But he returned moments later with a crossbow and fired a bolt into her head, before dragging her body away.

It is understood CCTV cameras also captured a man coming and going from the block of flats with BIN BAGS.

Police recovered partially decomposed body parts from a river in Shipley on Tuesday night.

She vanished last FRIDAY. The man with the bin bags was caught on camera over the WEEKEND.

And 40-year-old Griffiths, who has a PhD in psychology and is studying serial killers, was seized on MONDAY.

He is being held on suspicion of murdering Suzanne and two more vice girls.

They are Shelley Armitage, 31, who vanished at the end of last month, and Susan Rushworth, 43, who has not been seen since June last year.



It is feared at least one of the three may have been dismembered with a samurai sword.

And shocked detectives are investigating whether some body parts may have been EATEN cannibal-style.

They are also probing possible links to other missing or killed prostitutes including 19-year-old Rebecca Hall - murdered and dumped in an alleyway in 2001.

A source said: "We just don't know what we are dealing with at the moment. It is absolutely horrific, the stuff of hell.

"There are three missing women being looked at regarding him at present.

"But there is the obvious fear there could be more."

Griffiths uses the name Ven Pariah on a bizarre website featuring photos of more than 50 serial killers including Ian Brady, Myra Hindley and Fred and Rose West.


A neighbour described him as an "oddball" who often wears a long leather coat.

He was taken in after more than 80 cops - some armed with pistols and machine guns - swooped on his third-floor flat in a converted mill.

It is close to Bradford city centre and deep in the heartland of Yorkshire Ripper Peter Sutcliffe, who slaughtered 13 women, mainly prostitutes, between 1975 and 1980.

The neighbour said: "The whole place was surrounded.

"I tried to walk out of my flat and police shouted, 'Get inside and stay inside.'

"You could see dozens of officers with guns. Some had machine guns. We thought they had found a terrorist.

"It was incredible. We were held for two hours while the police moved in and then broke down the man's door. He was led away in handcuffs."

The block, called Holmfield Court, is heavily covered by CCTV cameras.

And the neighbour said: "Apparently the caretaker was reviewing the footage routinely on Monday to check if there had been any problems over the weekend.

"He was stunned when he saw this woman being attacked in a corridor.

"When the police raided the flat there was no body."

Cops were yesterday combing several derelict buildings that back on to the flats.

They dug on land beside the building and searched nearby streams and drains. Forensic officers and frogmen continued to scour the River Aire at Shipley, where the body parts were seen floating by a passer-by.

A police evidence bag was seen in the boot of a car.



A spokesman said: "We haven't yet been able to identify the remains and inquiries are continuing."

Magistrates yesterday gave cops extra time to quiz Griffiths.

More details of the three possible victims emerged last night.

The first to vanish, heroin addict Susan, was last seen getting off a single-decker bus in the Manningham area of Bradford, near her home. The mother of three, who suffered from epilepsy, did not contact her family or friends again.

Nor did she use her phone or bank account.

Her son James, 23, later made a public appeal for information about her disappearance.

He said his mother had no reason to quit her home of her own accord.


Shelley was last seen in the early hours of April 27 in Rebecca Street in the centre of Bradford.

A week later police launched a poster appeal in a bid to trace her - and said they were "extremely concerned" for her safety.

Shelley, plagued by drink and drug problems, has since failed to claim benefits or use her mobile.

She is thought to have known Suzanne, who lived in Allerton, Bradford.

The disappearance of the three prostitutes will once again throw a spotlight on Bradford's notorious red-light district.

It is where the Yorkshire Ripper struck for the first time, killing vice girl Patricia Atkinson in a flat a few streets away from Susan's home.

In the mid-1990s the area was the backdrop for TV drama series Band Of Gold, about a group of women who lived and worked there.

And Rebecca Hall's 2001 murder sent shivers down the spine of the local community.

The area, just north of Bradford's city centre, remains run-down and grimy despite numerous operations to try to clear up problems of drugs, crime and prostitution.

Streets contain a mixture of commercial and residential properties. But many are abandoned and boarded up.

Those living there complain about sex workers conducting their business outside their homes and leaving used condoms and needles strewn around.

I wonder which "bizarre" website this was. When I googled Ven Pariah the only hits I got that wasn't newspapers were Myspace (account deleted) and that he seems to have been part of different bar chat groups on Myspace.

Probation staff admit to serious failures over sex offenders

Criminal justice report identifies a lack of skills and support

Probation officers have admitted to lacking the skills and training necessary to protect the public from sex offenders, according to an independent investigation into the police and probation services.

Even experienced officers say they lack vital support and claim that, because of excessive workloads, they feel "unable to engage effectively with offenders and challenge their behaviour", the criminal justice joint inspection study finds.

Public protection work with registered sexual offenders in the community is being undermined through those failures, the report concludes.

There are more than 44,700 people on the sex offenders register for England and Wales, according to the latest available figures, which end in April 2009.

The law requires any sex offender sentenced to a jail term of at least 30 months to be placed on the register for life.

More than half of convicted sex offenders living in the community are released from jail under condition they take part in behavioural programmes. But the report finds that delays in starting treatment programmes are leaving offenders living in public for a substantial time before their abusive behaviour is addressed.

The report also finds that offenders are failing to complete their pre-programme work in "far too many cases", reducing the effectiveness of any further treatment courses they complete.

Andrew Bridges, chief inspector of probation, said: "The proportion of sexual offenders who are reconvicted of further offending is known to be low. Nevertheless, their subsequent crimes understandably cause considerable public concern. [This] inspection revealed ... areas where practice by both police and probation ... threatened to undermine the efficacy of work with registered sexual offenders.

"Many of the probation staff we met during the inspection said they felt inadequately trained or supported to work with sexual offenders outside the group-work programme."

This "lack of confidence" was curtailing the effectiveness of staff contact with offenders, Bridges said.

Denis O'Connor, the chief inspector of constabulary, said time was also an issue. The investigation found that the workloads of probation offender managers averaged 30 to 50 cases, but in one area they were up to 90. "Managers carrying this number of cases would, in our opinion, be unable to engage effectively with offenders and challenge their behaviour," O'Connor said.

The report also identified serious concerns about the violent and sex offender register (ViSOR), a confidential national database of sexual, violent and other potentially dangerous offenders used by the police, prison and probation services.

Vital intervention plans, prepared by the probation service to prevent offenders re-offending, were also found to be dangerously wanting. "Too many ... were of insufficient quality and did not include some of the interventions used with sexual offenders, such as regular home visiting by the police or use of a sexual offences prevention order," said O'Connor.

Criticism was also raised about the quality of case management by Mappa, the multi-agency public protection agency.

"We had serious concerns, in some areas, about the lack of robust processes ... and the high proportion [of cases] that were being managed without any form of multi-agency oversight," the report said.

Donald Findlater, director of the Lucy Faithfull Foundation, a charity concerned with the welfare of offenders and victims and which aids the police, the national offender management service, and Mappa, said the report's findings were "unsurprising".

Findlater said: "I'm not surprised if an observation is expressed that probation officers appear to be deficient and that they're feeling unsupported or potentially inadequate. I have been concerned as to the quality of training being made available to those managing sex offenders in the community for some time."

If I'm not mistaken, I think the Captain was caught while preparing some nasty stuff with a 14-yr-old; gag-balls, ropes, strap-ons. Should be mentioned that consenting sex with a minor (below age 15) is considered rape either way - she was probably a prostitute, since they had planned the meeting. I suppose someone caught notice of his plans (girl's parents/guardians?) and called the cops on the cop. The reason - the official one at least - that the prosecutor put the lid on the trial is to protect the girls from the humiliating process of everyone knowing exactly what he did to them. Which was probably not in the softcore alley.

Weird thing - I think they unravelled this whole pimp story when they found his contact info in a cell phone in the pocket of a man - a pimp too - who was defenestrated by (supposedly) his girls. He died from the impact, of course. Very cinematic. Sweden is outraged.
