I'm going on the Ramleh as the main reference point, and thinking, how much into dungeon synth/dark ambient... and "industrial ambient" or "death ambient" are you wanting to get into?  I mean how much "horror noise" territory are you willing to work with?  I'm asking because I don't personally care for the very common PE gesture to make synthetic string loops and mix screaming vocals at a very low volume over them, but I can suggest a lot of things otherwise.

Speaking of Spiral Insana, have you heard "Surveillance Lounge"?
Or maybe Nil By Mouth?  https://www.youtube.com/watch?v=CQT-GgxbKZ8

There is also Corephallism, Demonologists, T.O.M.B., very often using noise style application with occasional vocals to make atmospheric but still kind of caustic textures/soundscapes.

I have no genre biases. I have heard a little dungeon synth/dark ambient, most of which bored me to tears. But coming from listening to metal and post-punk, I'd imagine I've heard a lot of badly amateur ambient stuff. The only thing that really gripped me on that end has been the first Vond album. In any case, I am open to anything that might fit the bill affect-wise. So bring on the suggestions!

It can do that sometimes, but when it's good, it's right on par with the Ramleh you mentioned.  It's unfortunate because a lot of this arena is from artists who don't like to be pigeonholed, but have their moments, at least with the "harsh ambient"/whatever it is you are trying to pin down, thankfully not doing the same thing over and over.

Anyhow, I'm going to stir my brain a little.  In the meantime, I wonder how much this is close to the mark for what you're looking for.  I like repetition, with the right choices and sound design, there is no need for vocals, in my opinion.   This split tape between Content Nullity and Regosphere is great if you can track it down.  https://soundcloud.com/contentnullity/grief

A caterpillar that goes around trying to rip the wings off of butterflies is not a more dominant caterpillar, just a caterpillar that is looking for a bigger caterpillar to crush him.  Some caterpillars are mad that they will never grow to be butterflies.

slightly off topic but really doomladen dirty industrial techno/grabber, such as I was hearing at squat parties where all the bad drugs went to die and people just couldn't stop.

Mention of Ramleh and melancholic pe immediately put me in mind of Toll – Christ Knows. An eternal fave. Perhaps more melancholic than pe, or too song-like for what was requested, but I dig it:

T. Mikawa track on the FUCK MY ASS split with Cracksteel was (at the time surprisingly) in this vein.

(above brief snippet does imo do only limited justice)

Any examples of that style of gabber/techno?

Sick Seed "Most Hated Crime of Them All", Nicole 12 "Ballerina" ,and latter day Prurient all came to mind immediately for me as well. I'm big into this sort of style, so this thread should unearth some gems.
Mutant Video doesn't seem to have been mentioned yet, though it's not super "noisy": https://youtu.be/mw6epr1y5_A

Fluid Fetish

Alfarmania- Nojjan. Bleak, droney, completely detached, dirty and desperate sounding. Listening to this tape currently over and over and over..

Bleak Existence

need to check it out i like the description you give to that album

The forthcoming Isomer record 'Three Kestrels' on Tesco Org will fit here nicely.

This Content Nullity is fantastic, definitely what I had in mind. Thanks again for all the recommendations.
