How to deal with possible rip-off

I have a question for the more experienced sellers\users here (I am sorry, maybe here it's not the best sub-forum to talk about it, if so, close freely).
Almost 2 weeks ago I posted online a copy of Katharos that I wanted to seel (on discogs). A mexican guy  optioned it, promising to pay for it by last monday. Then he said he couldn't transfer money to my paypal as his credit card was declined by my account. I have a business account since forever and it was the first time such thing happened.
Well, another week has passed and only excuses have arrived, like, "I need to see if the bank can process this new card" or "I'll try again and then maybe if it doesn't work, find together a new option for the payment".
I am getting a bit suspicious. His discogs rating is excellent, while a bit "poor" on the quantity side. But the same could be said about mine.

I don't know what to do. I am usually patient as I am quite slow myself, but I don't know if this guy is legit or not. I wouldn't want to disrespect him putting the CDr on sale again, but his behaviour is leaving me highly puzzled.

As lately I've seen an increase in rip-off\shady buyer (a guy from france that doesn't use paypal and sends money via post but always provides inexistent tracking numbers for example) I don't want to waste time.

Thanks for your advises\opinions.

He has. But only around 10.
And pretty scattered throughout the years.
Don't know what to think.

I'd cancel the deal with the option that he can contact you again when he has his affairs in order
you're just a victim of yourself

sound slike a time-waster for sure, but "rip-off" is something different. at this point i don't think he should be named and shamed in public. i would just cancel the order as "non-paying buyer" and move on.

i see his profile.

few feedback BUT very good feedbacks.
he post a bar review abuot a seller who would sell pirated edition of Atrax Morgue. This in theory could prove the seriousness

but i don't know....

you have a point. Name and details removed. I shouldn't have named him in the first place.
I know he has perfect feedbacks...that why it is a bit puzzling. I don't think his only trying to gain time or, as others sometimes do, trying to "lower" the price after making you wait for weeks.

I've had one or two buyers do something similar & I've just cancelled the order as "item is no longer available" just to be done with them.

I believe, they can leave negative feedback in that case, but they can't do that if you cancel deal with reason "non-paying buyer".

If you cancel as non paying buyer it automatically leaves negative feedback for the buyer. I'd remove it in this case. Doesn't seem like he's out to fuck you, just having trouble with shitty bank shit. I've dealt with way worse buyers on discogs.

I tried to send Euros to a guy once last year who didn't take PayPal, speaking from someone who bought, sold and traded before the days of PayPal, it took me back to what a huge fucking hassle it is when things go wrong. Do you know how hard it is to buy euros in Canada? Impossible!! I wound up sending the money to his mother.....

If you choose "item no longer available", it cancels everything. I think if feedback was left, it'll actually be removed (I took a look at one of the orders I cancelled).

Just tell the guy you can't hold the item after however many more days. Offer him the choice of cancelling the order at his request. If he hasn't paid up in 3-4 weeks then do the non-payer.

The excuse he claims about his card being rejected is not "fairytale" though. It could be happening. Has happened to me in the past. Something between the bank, Paypal or country laws which may have been applied for short or longer period. It was frustrating. I wanted to buy a deck and couldn't send the money, to a business account. We have capital controls at banks here but i was in the limit they allow, still i couldn't via Paypal. Finally i had to tell my sister to pay for me via bank transfer. And when i asked the bank why that was happening they told me it's from Paypal's side and to ask them. I didn't bother, i am sure they would tell me it's bank's fault, ha ! Go figure ...

That said, 2-3 weeks is enough time indeed. I guess if he wanted to buy it he would had found a way.
