Most already mentioned but  never the less...all Whitehouse (Birdseed and Mummy/Daddy especially), Taint/Mania, BU/XE of course, BU/Gelsomnia- love the alternating shouted screams on Side A, agonized death howls of SS/SSRI,  STAB Electronics just perfect, Atrax Morgue for bizarre and very uniquely personal sounding, Deathpile, Concrete Mascara, Control, Grunt and Nicole 12 (Mikko sounds like an animal roaring at times to me), Deathkey, Strict, the various Genocide Organ approaches, the detached and hallucinatory monotony of Anenzephalia, the many ranges and subdued or frantic styles of BDN, rabid rage of Brethren and Organized Resistance...MANY MANY MORE

ideal vocals for me are, delayed voices, 'dale' style vocals, and anything 'buried' in the mix.
'punk' style vocals don't attract, whatever the message.

People have already mentioned inarguable greats, but what about:

E.J. Vodka/Eddie from Final Solution? The high pitch, the throaty hoarseness, the NY accent all add to the overall "feel" of the project, which I think might not be there had anyone but E.J. handled the vocals. Just sounds altogether porno-sleazier, angrier, and all that. Kinda like William Bennett without the intentionally funny delivery thrown in.

John from Slogun? Always thought the yelling delivery, NY accent, and nasal pitch of his voice always perfectly complimented the electronics so that in his case, the vocals deliver the lyrics, but also act as another instrument on top of the staccato harsh noise walls. I also would find some of his lyrics a little hard to take seriously from another vocalist, hard to explain why - it's just the "feeling." Although I like Deathpile, maybe some would see what I mean when comparing "G.R." to "Chronicle of Serial Murder."

Keith Bitewerks from Taint/Mania?? While I tend to get tired of the vocal delivery on at least half of all Taint tracks (they just never "hit me" except a few passages from Whoredom), Mania basically hits the spot with every single track. Not even sure whether or not there are any lyrics, I'm guessing there aren't. I like this approach to vocals-as-an-instrument, there's a good amount of variation and always well-chosen effects that help blend the roaring, screaming, and agonized wails into the rest of the sounds. I like how the vocalizations sort of erupt out of the background, then fade away in a wash of echo.

Pekka SS Offizier!! I don't care, his style is perhaps simplistic, just talking, shouting, and yelling...but there is COMMAND and PRESENCE. Not simple PE vocals, but more like narrative oration! What little effects he uses really just help the voice to coexist with the sounds, which is admirable, as they don't add or subtract much of anything to his actual voice. Listen to "The Snow Fell," "Verbranntes Land," or pretty much anything from the Shift split, and tell me you don't like it, I challenge you.

slogun vocals used to be part of the USA style that held me in rapture for a while-aggressive, honestly delivered, real.
will promote all UK artists here.
ifots  are wholly unique in their approach, and all the better for that.
shift and stab electronics,  pure UK style power electronics style.

Lot of good ones mentioned already, but my faves are Mikko's delivery in Grunt. Especially in 'Petturien rooli' album. Sektor 304's André Coelho's vocals are also top notch! Powerful shouting and rage works best for me. But of course heavily effected vocals has their time and place too. Mike Dando, Genocide Organ etc.

E.J.'s vocals are one of my favorite vocals in PE. Some of the best vocal work could be heard on the new FS/Trucido split. His new york italian accent is what really packs a punch. I could never get enough of it

There's something very special about Phillip Best's rage, there's a level of normality in it that makes it feel very real to me. John Balistreri also (of Slogun) is very believable or rather characterful, the bragging, hollow man that he's projecting perfectly speaks his lyrics.
